What are the regs for taking a non-member on a out of state hunt with me. Like a Dakota pheasent hunt or Wisconson rabbit hunt or maybe a biggame. Is it just the hold harmless form or is there other fees

There are fees associated with the non member. ASC members also have fees once you go out of state. They vary from club to club and the type of game you hunt. If you can be more specific I would be willing to do some checking for you. Let me know how many, what state, when and what type of game?

Except in special cases (Colorado elk), Members pay $60/day this year. If the trip is going to take more than 3 days, the non-member would need to buy a guest membership ($495), and he/she would pay $65/day.
